The road authorities in the Netherlands created this animation to explain the rule based traffic management. The approach results in less congestion because traffic engineers of different jurisdictions collaborate more and better. The animation was developed by a team of professionals guided by facilitated work sessions by Silvie Spreeuwenberg from LibRT.
